Effective ICT planning requires a systematic understanding of project stakeholders’ systems and relationships. Conducting an ICT Needs Assessment involves identifying stakeholders; mapping communication flow; identifying the outputs people wish to see at the end of the project. The Needs Assessment is a preliminary step that must be taken before project planning and implementation begins, and will identify performance indicators which will be used to evaluate the success or failure of the project.
